    Historically schools have been allowed to exclude children, especially those with disabilities. However, the recognition of educators to implement change where students with disabilities are concerned has certainly come to the forefront of ethical responsibility with the passing of the Education of All Handicapped Children Act (EAHCA) in 1975 now known as the Individuals with Disabilities in Education Act (IDEA). Before EAHCA many states allowed schools to exclude children with disabilities. Furthermore prior to EAHCA it has been estimated that 4,000,000 children with disabilities in the U.
