A Master Plan
Alexander Hamilton was at work on a document that would make or break America’s emerging financial system. The stakes were enormous. What lay at risk was the centerpiece of Hamilton’s financial system, a bank. Not just any bank, but a Bank of the United States. With this came the arguments that the systematic units in the nation should conform to a manufacturing based economic producer. Hamilton’s proposed Bank was to be managed by private businessmen but to include a strong government
This bank stood to bring about drastic changes. His proposal was given reason and purpose. In document 6.1, Alexander Hamilton’s Economic Reports it states that “To justify and preserve their confidence; to promote the increasing respectability of the American name; to answer the calls of justice; to restore landed property to its due value; to furnish new resources; both to agriculture and commerce; to cement more closely the union of the states;”(148) This establishes the goals and ambitions of Alexander, and sets the stage for his later growth and attempts to push for a more unified system. The benefits were various and obvious of this mew plan, First Trade is extended by it, second agriculture and manufactures are also promoted, and third the interest of money will be lowered by it. With the expanding of the interior and exterior trade there is turmoil. Thomas Jefferson does not feel that this in any way is their best means of expanding a national economy. In document 6.2, Thomas Jefferson wrote on Query XIX Manufactures it states, “Those of cotton will bear some comparison with the same kinds of manufacture in Europe; but those of wool, flax and hemp are very coarse, unsightly, and unpleasant; and such our attachment to agriculture, and our preference for foreign manufactures, that be it wise or unwise, our people will certainly return as soon as they can.” (154-155)This statement by Jefferson is in response to the idea that there should be a backbone to build upon manufacturing over agriculture simple because demand for foreign products declines, and grown goods will be sustained by the apparent need in any market.
After Jefferson clashes with the system in which Hamilton hope to build in terms of commerce he attack his main point and the newly created system. In document 6.3 Thomas Jefferson wrote on The Vile Hamiltonian System that “Had two objectives:1st as a puzzle, to exclude popular understanding & inquiry. 2ndly, as a machine for the corruption of the legislature; for he avowed the opinion that man could be governed by one of two motives only, force of interest.”(156) Jefferson just couldn’t look past the looming thoughts that Hamilton’s machine was not without a strong effect., and in come case fault. The greatest difficulty has been in the way we want money or mean s to pay the solders.
Yet, in this system Jefferson felt that Hamilton made no difference between the original holders& the fraudulent punchers of the paper money many received but had no worth. Jefferson had his own ideas as to the ideas of a system, and embraces the French. In document 6.4, Thomas Jefferson wrote In Praise of the French Jacobins, it states “ I considered that the sect as the same with the Republican patriots, & Feuillant’s as the Monarchical patriots, well known in early part of the revolution, & but little distance in there views, both having objects the establishment of a free constitution, & differing only on the question whether their Executive should be hereditary or not.” (160) In this he expresses his feelings that tie him back to the ways of the French, an the thoughts that some characters opposite principles, and happen to be higher in office. He give the French credit for the success of the republicanism in France. This gave Jefferson the ideal of a project and political side.
Finally we look at how Washington, President at the time,. Feelings changed in the transition from him entering his position in office to his farewell address. At the beginning of his term Washington steps forth in office with high hope and aspiration. In document 6.7, Washington’s First Inaugural Address it states “I was summoned by my country, whose voice I can never hear but with venation and love, form a retreat which I had chosen with the fondest predilection, and, in my flattering hopes, with an immutable decision, as the asylum of my dealing years”(168) Washington expresses the greatest hopes to services his country and allow nothing but positive actions to be reflected by his presence in office. This strong feeling of being wouldn’t loom his heart for long because as time progressed things slowly faded As it is shown in document 6.5 Gouverneur Morris writes Deploring the Excesses of the French Revolution that ”The present government is evidently a despotism both in principle and practice. The Convention now consists of only a part of those, who were chosen to frame a constitution.”(162) The belief he had and the people in which were there to surround him in which would uphold and support a system in which he believes heavily had started to fade into a lingering memory. In the wake of Washington leaving office he wondered where was the security of property, reputation, and life. He wondered if things had become so distorted that the sense of religious obligations desert the oaths which had been the instrument in the system it self. As in document 6-6, Thomas Jefferson wrote On freedom of the Press from Letter, “I hold it, therefore, certain, that to open the doors of truth and to fortify the habit of testing everything by reason, are the most effectual manacles we can rivet on the hands of our successors to prevent their manacling the people with there own consent”(167) the people had become a divide and the sects of the nation had become apparent with the division being a public affair.
Curtain calls for the falling of an era in which principle and old practices seem to be held on a tight thread. Thomas Jefferson and Hamilton combat with no only thoughts and ideas, but the way to thrust the nation to a new age of being. The economic stability and form become an issue, many are left to wonder will the great divide lead to the structure of a nation turning in opposing directions
